Department of Homeland Security

The Brookings Institution has published a report titled "Assessing the Department of Homeland Security," which suggests a more conservative approach to reorganization than that laid out in the President's proposal for a new federal department. While acknowledging that some form of reorganization and reform is required, the report advocates that Congress err on the side of caution, reducing significantly the size and authority of the new department, and increasing it later if conditions warrant.
