City Council Proposes Free Tuition for Cops At John Jay April 12, 2001 -- City Council President Peter Vallone and John Jay College President Gerald W. Lynch today announced a tuition assistance plan for all New York City police officers taking college level courses at John Jay College of Criminal Justice. “Providing free-of-charge courses will give our officers the credits they need for promotion,” said Vallone. “This innovative program will also give our cops knowledge and insight that will help them work in New York City’s diverse communities.” “We are pleased at the thought of having even more of New York’s Finest attending John Jay because of this forward-looking approach,” said John Jay vice president Mary Rothlein at a joint news conference with Speaker Vallone on the steps of City Hall. The plan, which would begin in July, allocates $2 million to support the Police Studies Certificate Program at John Jay. It would fund tuition and books for as many as 2000 police officers. It expands a $500,000 pilot program that the Council put into place last year. “We need to give all of our officers the opportunity to educate themselves, to learn and to grow,” said Vallone. “It is so beneficial to our City to recruit and retain well-educated police officers who understand the issues that matter to New Yorkers.”
