Created in 1976, as an independent executive branch agency. Five board members, not all of whom shall be engaged in the same occupation or profession, are appointed by the governor.

FUNDING
The program receives $20 for every felony and misdemeanor conviction. An appropriation from general revenues pays for the administration of the program. The program also receives a VOCA grant annually.
ELIGIBILITY REQUIREMENTS
Reporting period: 48 hours
Filing period: 5 years for crimes occurring after July 15, 1998; 1 year for crimes prior to July 15, 1998
PROCEDURES
After each application is analyzed by the administrative staff and director, one board member makes a recommendation which is voted upon by the full board at a once-monthly meeting. Appeals: Applicant has 30 days from full board decision to file an appeal in circuit court.
